Unlike Arizona's citizenship proof law (which applies only to new registrants), Florida's HB 991 applies retroactively — currently registered voters must also provide proof. Florida's own Office of Election Crimes and Security found 198 "likely noncitizens who illegally registered and/or voted" out of 13+ million registered voters in 2025 — a rate of 0.0015%.
