The bill would require documentary proof of U.S. citizenship (passport or birth certificate) to register to vote in federal elections, and approved photo ID at polling places. The House passed it in February 2026 under pressure from Trump and Elon Musk. Democrats are uniformly opposed; Senate Majority Leader Thune has repeatedly said there is not enough support to eliminate the filibuster. Brennan Center research estimates 21 million Americans lack ready access to the required documents. The Heritage Foundation's own voter fraud database found 100 instances of noncitizen fraud since 2000 out of approximately 1.5 billion ballots cast. Trump has additionally called for banning mail-in ballots. Rep. Mannion (D) called it "voter suppression" and argued there is no evidence elections are rife with fraud. The White House cites 83% public support for voter ID requirements (Pew) and 71% support for the SAVE America Act specifically (Harvard CAPS/Harris).
